Improvement of handling of property, confiscated, distrained or reversed to the state

Resolution of the Council of Ministers of the Republic of Belarus № 677 “About handling of work concerning quality and safety inspection of property, confiscated, distrained or reversed to the state” was adopted on August 26, 2016.
The Resolution approves the following documents:
- Regulations on the procedure for handling of work concerning quality and safety inspection of property, confiscated, distrained or reversed to the state;
- List of bodies and agencies engaged in handling of work concerning quality and safety inspection of property, confiscated, distrained or reversed to the state;
- List of property, confiscated, distrained or reversed to the state, liable for quality and safety inspection.
Common and individual use communications equipment, except for that which is sold for use as spare parts, including non-modular ones, namely:
- Automatic telephone exchanges of all types;
- Satellite communications stations;
- Transponders;
- Base stations;
- Mobile phones;
- Telephone sets;
- Modems;
- Radio transceivers;
- Data Communications Equipment;
- which are confiscated, distrained or reversed to the state by authorized agencies are subject to quality and safety inspection.
The work concerning quality and safety inspection of communications equipment is not handled for the following items:
- Second-hand assets;
- Assets in respect of which there is no data about the manufacturer and components (for assets in respect of which indication of such data envisaged in technical normative legal acts) attached;
- Batch of assets in quantity less than or equal to that required for handling of work concerning quality and safety inspection; or property in respect of which laboratory tests (trials) are not economically feasible;
- Assets in respect of which there are no Russian (Belarussian) versions of maintenance documentation, necessary for carrying out laboratory tests (trials).
The Certification agency for common and individual use communications equipment is defined by the Resolution as a body which carries out work concerning quality and safety inspection of communications equipment, confiscated, distrained or reversed to the state.

Changes in the Rules for the telecommunication services provision
The Resolution of the Council of Ministers of the Republic of Belarus № 518 dated from July 12, 2017 made some additions and changes to the Rules for the telecommunication services provision and the Rules for the of lines, communication structures and radio communications protection in the Republic of Belarus.
