Information resource for quality assessment of data communication services

Information resource for quality assessment of data communication services (hereafter “the Information resource”) operates at the premises of OJSC “Giprosvjaz”. This service offers quality assessment of data communication services on their compliance with the quality parameters specified in the State standard of the Republic of Belarus 1962-2012 «Data communication services. Quality requirements. Specifications and testing methods» and operates in accordance with the Resolution of the Council of Ministers № 843 «Concerning the introduction of amendments and additions to the Rules for providing communication services».

In accordance with the State standard 1962-2012 requirements data rate should be not less than 70% of maximum data rate specified by communication operator in the contract (tariff plan). Time delay for IP-packets transmission mustn’t exceed 400 ms, whereas IP-packets loss ratio mustn’t exceed 3%. Measurement accuracy for the channel with data rate above 100 Mbit/s is not guaranteed.

As of 16.09.2016, the Information resource has 2 924 registered users and 14 681 completed measurements. Whereas this year during 8 months 373 new users have been registered and 7 442 measurements have been conducted, 1 215 of which (about 16,3 %) do not comply with the requirements specified in the State standard 1962-2012 (so called non-normative measurements). This year the average quantity of measurements is 930 per month, the average quantity of new users is 47, the average quantity of non-normative measurements is 16,3 % (152 non-normative measurements per month).

For the same period of the previous year 1 738 users were registered and 4 732 measurements were conducted, 900 of which (about 19 %) didn’t comply with the quality requirements of data communication services. In 2015 2 073 new users were registered and 6364 measurements were conducted, 1 335 of which (about 21 %) were non-normative. The average quantity of measurements per month was 530, the average quantity of new users was 73, the average quantity of non-normative measurements was 21 %. However, excluding the peak values (March and August of 2015) associated with the publication about the resource in the media for 10 months of the previous year this indexes were 258, 49 and 25,8 %, consequently.

Quantitative dynamics of measurements of quality indexes for data communication services along with quantitative dynamics for new Information resource users is shown in Figure 1 and Figure 2.

Here you can see an increase in the number of measurements of quality indexes for communication services. For the first 8 months of year 2016 the growth has amounted to 57.3% compared to the same period of the last year. The average quantity of measurements per month has also increased in 2016 (an increase of about 75% compared to year 2015).

To sum up, it should be noted that the Information resource is a very effective tool for public control over the quality of data communication services. This can be indirectly confirmed by decrease in quantity of non-normative measurements, which subsequently indicates the improvement of data communication services quality provided by operators. In 2016 the average share of non-normative measurements per month has decreased from 21% to 16.3% in comparison to 2015.
